Communities vs Land Classifications vs Registered States
A Land Classification (land class) is anywhere that has not been registered as a community (LCL2C) or registered state. Most land is a part of the Main Bounds B (MBB) land class.
A Community, or Land-Classification Level 2 Community (LCL2C), is an area on a land class that does not need to be registered as a state, but has a local government structure. No taxes are required from government leaders.
A Registered State is a cohesive area exceeding 1000 x 1000 built by one player, or multiple players with 1000 x 1000 blocks alloted per player before needing to be registered. Taxes may be required from government leaders.

Previously, players who build more than 1000 x 1000 blocks were required to self-identify and register their land. This is not required anymore. We will inform you via FileExpress if you are required to register.

You must register when you build more than 1000 x 1000 blocks approximately length times width in one cohesive, but not nesscarily consecutive, area.

How to Register
How to Register
The highest government official of an area, or designee, is required to register on behalf of the entire state. The following is required:
(1) the Discord and Minecraft username of the official government liaison between LSRB/BIRS and the registered state;
(2) the approximate block area (i.e., only ground, not height) and location (including server name and world);
and (3) the official name of the state.
The official name of a registered state must not include any inappropriate content as per Wikipedia’s category on English profanity.

About LCL2Cs or Communities
A Land Classification Level 2 Community is an area with a local government structure that does not require to be registered as a state as it has not exceeded 1000 x 1000 blocks approximately length by width. We will identify LCL2Cs, you do not need to self-identify.
